search and retrieve

I hope you can help me out! I am looking for a way to retrieve peer employee data based on the target employee ID # (first column below). I would assume it would look at their internal job title (second column), then search the data set for employees with the same internal job title and then hope it returns the employee name, employee ID and salary info for everyone that would match that internal job title.

Oracle ID| Internal Job Title| Salary (Local)
55| Finance.Revenue Accounting.Senior Revenue Accountant.IND|123,456

Any thoughts on what type (or types) of functions that can accomplish this? Any article or videos that might help me learn how to do this?
